The truncation of property rights is a key the research of economic rights, because the truncation of property rights leads to the lost of interest. This article analyzes the difference between the clarification of property fights and integration of property rights, and points out that the private property rights don＇t mean the efficiency of property fights. And it analyzes the reason why the property rights is truncated, and points out that the reasons leading to the truncation of property fights, including the failure of market and intervention of government. And the truncation of property rights needs the public benefit compensation of government.
