地方高职院校与当地企业建立紧密的校企伙伴关系，应该加强当地政府在校企合作中的组织协调与指导、激励保障、评估考核、监督等功能。要有效地实现这些功能，当地政府应从以下四个方面努力：构建具体的、可操作的政策法规；建设经济园区，推进地方高职院校与园区内企业紧密合作；牵线搭桥，指导协调搭建校企合作开发平台；多渠道资金保障和税收优惠，激励校企双方深度合作。
