摘要 根据事故案例及统计数据,分析得出提升电力生产班组安全管理能力是提高电力生产企业安全管理水平、维护人员和设备安全的重要途径。将系统理论引入电力生产班组安全管理能力研究,将电力生产看做一个动态的过程,把握住人、机、环境三大要素,以增量方式逐步引入三要素的发展变化,建立起生产班组安全管理能力成熟度5级模型:初始级、可重复级、已定义级、已管理级、改进优化级。只有达到上一级人、机、环境所要求的指标,安全管理能力成熟度可达上一级,电力生产班组可按一系列小的改良性步骤向更高的成熟度等级前进。安全管理能力成熟度达到改进优化级的电力生产班组可自发的不断改进,防止同类缺陷二次出现。 According to the accident cases and statistical data, it showed that improving the safety management capability of team was the important way to enhance the safety management level of enterprise and to maintain personnel and equipment safety. In this paper, the system theory was introduced to the study on power production capability of security management team, and the electricity production was regarded as a dynamic process, with considering the three elements, such as man, machine and environment. So safety Management Capability Maturity Model (SM-CMM) was set up, full accounting these three factors. The SM-CMM included five levels: the initial level, the repeatable level, the defined level, the management level, the improvement and the optimization level. Any level had specific descriptions of the personnel, machine and environment. According to a series of small steps to improve the higher maturity level, one team reached an upper level person, machine, environmental requirements, its SM-CMM could be higher level. The SM-CMM of electricity production team could reach a higher maturity level through a series of small steps of improvement. In other words, one team only reached the level of people, machine and environment required by the specifications, its SM-CMM could be up to the level. One team whose SM-CMM reached the improvement and optimization level, could spontaneously continue to improve, to prevent similar defects appeared two-times.
