河北省新型农村合作医疗筹资现状分析

Current fund-raising situation analysis of the new-rural cooperative medical system in Hebei province

自2007年河北省实施新型合作医疗以来,农民参合率保持在较高水平,广大农村居民基本实现了看得起病的基本医疗保障,但是在新农合资金筹集过程中,依然存在垂直公平不足、新农合基金沉淀、部分农民积极性不高的现象,分析其原因,既有农民只看近期不看长远的原因,也有新农合自身机制上的原因,要有效地解决这些状况,就须在政策、法律、流程、公平等方面进行有效调整,确保所筹农合资金的合理使用。文章在深入调查的基础上,对筹资现状,产生的原因及有效对策进行了探讨。

Since the implementation of the new cooperative medical care in Hebei Province in 2007,farmers＇ participation rate has been maintained at a high level,and the majority of rural residents has realized the basic medical security,that is,they can afford to see the doctor.However,in the process of raising fund,there still exists a vertical inadequate unfairness,medical fund precipitation,and some farmers＇ inactivity,which is not only because of the farmers＇ focus on the very near future rather than the long-term efficiency,but also because of the shortcoming of the new medical system.In order to solve these problems,such aspects as policies,laws,processes,and justice should be adjusted to guarantee the reasonable usage of the money raised for the system.According to a long and deep research on this topic,the current situation of fund-raising,the reasons for this situation,and some effective countermeasures are explored in this article.
