环境保护公众参与的性质决定了政府的主导地位。目前,中国环境保护公众参与机制中,存在着公众参与机制与利益脱钩、重要参与制度实施不到位、环境信息公开问责中的公众缺位等诸多缺陷。鉴于公众参与的价值以及政府的重要作用,以信息公开制度为重点,以完善政府信息发布职责、政府信息发布问责制度、政府内部政绩问责制度为内容,建立完善的政府责任体系十分必要。

The nature of public participation in environmental protection determines the government＇s dominant position.At present,there exist some problems in the mechanisms for public participation in environmental protection.Given the value of public participation and the important role of the government,it is necessary to establish and improve the mechanism of government responsibility for information disclosure.
