Administrative execution is the key of administration,which works under the common action of rationality and irrationality.In the long-term administrative practice,rationality is preferred ignoring the functions of irrational factors in administrative execution.It is proposed to be aware of the functions of the irrational factors and make use of its function of guiding,creating,balancing,and evaluating.
