长江流域控制性水库统一调度管理是一个非常复杂的系统工程。简要介绍了长江流域控制性水库建设与规划情况。在系统分析目前控制性水库调度运行管理存在问题以及调度运行影响与需求的基础上,论述了实施控制性水库统一调度管理的必要性。从法律法规、管理体制、管理机制、技术支撑、监督管理等5个方面探讨了推进控制性水库统一调度管理需研究和解决的主要问题,以期为稳步推进控制性水库统一调度管理工作起到一定的促进作用。

The united regulation of controlling reservoirs in the Yangtze River Basin is a very complicated systematic works.A brief introduction to the construction and planning condition of controlling reservoirs in the Yangtze River Basin is given,and on the basis of systematic analysis for the existed problems in reservoir regulation and operation management as well as requirement,the necessity of united regulation management of controlling reservoirs in the Yangtze River Basin is demonstrated.The main problems to be researched and solved for promoting the united regulation and management of controlling reservoirs in the basin are probed from the aspects of law and regulations,management system,management mechanism,technological support,supervision management.
