基于土地流转的水库移民补偿安置模式研究

Research on compensation and settlement patterns for reservoir relocates based on land circulation

为了更好地促进移民补偿安置,保证水电项目的顺利开展,针对当前土地交易市场发展尚不成熟,土地流转规模小,且不规范等问题,对水库淹没土地价值进行了分析,探讨研究了水库移民土地流转3种补偿机制,即:土地与资金双向补偿机制、土地分期补偿机制、土地入股参与水电效益分享机制。研究表明:以土地流转的方式来实现水库移民补偿安置的新模式,体现了土地的市场价值,可促进土地资源再配置,提高土地资源的利用率,从而保障了移民应有的利益。

In order to better promote the compensation and settlement patterns of reservoir relocates and ensure the smooth construction of hydropower projects,aiming at the problems in the current land transaction market,such as immature development,small scale of land circulation and nonstandard operation,the value of the inundated land by reservoir impoundment is analyzed,3 compensation and settlement mechanisms of land circulation of reservoir relocates are studied,namely,two-way compensation mechanism of land and investment,staged compensation mechanism of land,land investment mechanism for sharing power generation benefits.The results show that the market value is embodied by the new mode of compensation and settlement of reservoir relocates using land circulation.It can promote the reallocation of land resources and increase the land utilization rate so as to protect the relocates′ benefits.
