基于价值核算的土地资源优化配置——以雷州市为例

Value-Based Accounting for the Optimal Allocation of Land Resources:A Case of Leizhou

根据雷州市土地利用现状、地区经济、生态与社会特点,结合雷州市土地利用总体规划(2010—2020),将土地资源价值核算结果引入多目标优化配置研究,核算出雷州市土地资源的经济、社会、生态价值,同时对雷州市土地资源进行经济、生态、社会效益导向的多目标优化配置研究.优化结果统筹兼顾,综合平衡,提出了不同发展目标的优化方案,与雷州市经济发展趋势相一致,提高了土地资源优化配置的弹性和可操作性.

Based on current land utilization, regional economy, ecological and social characteristics in Leizhoucity, combining the General Planning of the Land Utilization of Leizhou City （2010 -2020）, this article will intro-duce the evaluation results of land resources to the study on multi -objective optimal allocation, and calculate theland resources about economic, social, ecological values in Leizhou city, at the same time study the multi -objec-tive optimal allocation about guiding economic, social and ecological environmental efficiency of the land resourcesin Leizhou city. Optimization results make overall plans and take all factors into consideration, and integrate thebalance. The optimization proposal with different development goals obtained, is in consistency with economic de-velopment trends of Leizhou City, and has improved the flexibility and maneuverability about the land resources.
