完善村集体“三资”管理规范化的探索

The Exploration to Perfect the Standardized Management of the Rural Collective Funds,Assets and Resources

近年来,我国对农村"三资"实施规范化管理以来,虽取得了明显成效,但进展并不平衡,主要是有些地方"三资"管理体系制度和财务核算的管理不规范,监督管理不到位。乡镇级政府及村级组织,要以规范和制约权力的运行为核心,加快组织管理制度建设,提高管理人员素质,加大清理登记工作力度,健全管理信息系统,强化管理责任审计工作,进一步提高"三资"管理的规范化水平,维护集体经济组织及成员权益,促进农村经济发展和社会稳定。

In recent years,China has carried out standardized management to rural collective funds,assets and resources（CFAR）.Although it has obtained remarkable achievements,the progress is not smooth.The main problems include the irregular management of CFAR management systems and financial accounting and insufficient supervision in some places.Township level governments and rural organizations should focus on power regulation and restriction,speed up the organizational management system construction,improve the ability of managers,increase efforts to clarify the registration,perfect the management information system,strengthen the audit of responsibilities,further improve the standardization level of CFAR,protect the rights of collective economic organizations and the members,and promote rural economic development and social stability.
