Based on the analysis of the rent-seeking behavior in the implementation of the public projects and its reasons,the study undertakes the game analysis of the rent-seeking behaviors among the government,the construction agent and contractor,researches the rent-seeking behavior process among them and points out the respective solution suggestions.
