推进"蓝色粮仓"建设,对于缓解食品供给矛盾,保障粮食安全具有重要意义。在实践中,应遵循"空间拓展"战略、海域利用效率提升战略、价值链延伸战略、内涵式发展战略、科技支撑强化战略等五大推进策略;并从保障基本的养殖水域和滩涂、健全财政扶持和投融资机制、加大海洋渔业研发力度、强化海产品市场建设、提高海产品安全水平、加强与周边区域的合作等方面入手,强化"蓝色粮仓"建设的保障体系。

In practice, in order to strengthen the safeguard system of blue granary, people shall follow 5 promoting strategies, namely ＂space expansion ＂ strategy, waters use efficiency enhancement strategy, value chain extension strategy, intensive development strategy, and scientific and technological supporting and strengthening strategy, and start with the following aspects, which are safeguarding the essential marine culture waters and beaches, establishing sound fiscal support and investment and financing mechanism, intensifying the marine fisheries research and development, strengthening the seafood market establishment, enhancing the seafood safety, and reinforcing the cooperation with neighboring areas.
