Southern African Customs Union is one of the most integrated regional cooperation organizations in Africa.This article presents a brief introduction to SACU and its 2002 agreement and analyzes the SACU＇s development and challenges after the initiation of the 2002 agreement.The article argues that South Africa is a basic and key element for the SACU,which both the member states and the external partners must pay attention to.
