摘要
本文依据可持续发展的三种生产理论 ,论证了废物再利用是世界系统物质循环畅通的关键环节 ,是人类社会可持续发展的必须 ;提出了将废物再利用定义为一个新的产业门类 (第四产业 )的主张 ,并对培育该产业的具体做法提出了建议。
Waste pollution,occurring in the course of both processing and consuming,is one of the most serious environmental problems of modern society.Mostof the waste cannot be absorbed naturally,thus blocking the material loop between natural environment and human society.Based on the“Three- Production”,theory,regarded as the basic theory of sustainable development,the article argues thatwaste - recycle plays key role in the sustainable development of human society.Then the article proposes that waste recycling mustbe treated as an independent industry,which can be called quaternary industry,and finally makes some suggestions on how to foster the new industry.
