农村最低生活保障政策是治理我国农村贫困问题的一项重大制度创新,是社会保障体系的最后一道安全网。农村最低生活保障政策实施效果如何,关系到亿万农民的切身利益以及政策的可持续发展,也引起了国内外学界的重视与关注。本文对国内外学界关于农村最低生活保障政策实施效果的相关研究进行了较为系统的梳理与评析,有助于明确当前政策效果研究的主要视域、不足之处及其研究方向,以期有助于进一步深入推动农村最低生活保障政策的理论研究与实践发展。

Rural minimum living standard security policy is an important institutional innovation to govern poverty problem in China′s rural poverty areas,and is the last safety net of social security system.Rural minimum living standard security policy implementation effect relates to the interests of hundreds of millions of farmers and policy development,at the same time,it also has caused the domestic and foreign academic attention.Based on the domestic and foreign scholars research about the effectiveness of policy implementation,we make a systematic study and analysis and help to clear the current policy effect on the main view,deficiencies and the research direction,in order to contribute to further promoting the rural minimum living standard security policy theory research and practice development.
