The Regional Logistics Management in France:Opportunities and Challenges

法国区域物流发展面临的共性问题主要有四大类,即物流资源优化配置能力低下,社会与人口因素制约,流通与运输困难,企业建立物流基地带来许多负面影响。区域物流治理不仅仅要解决这些问题,还要处理好私人主体、公共主体等很多细节问题。因此,区域物流治理应当充分考虑如何提高物流业的地位及其组织化和程序化问题,将物流业发展与其他领域(如能源、生产、城市发展等)有效衔接起来。

There are four kinds of common problems France is facing in the regional logistics development： the lower capabilities of optimizing the allocation of logistics resources, the difficulty of recruiting and using stable and reliable skilled labor force, hard circulation and transport and the negative impacts enterprises brought about in establishing logistics base. These problems should not only be solved, but some other detailed ones should be also dealt with in treating private body and public body （namely regional managers）. Therefore, how to improve the status of logistics industry and its organization and proceduralization should be fully considered in the regional logistics management and the development of logistics industry and that of others （such as energy, production, city, and etc.） should be well coordinated.
