民办高校学生资助政策研究——基于公共财政运行规则的视角

Research on Financial Aid Policy of Private Higher Education Institutions:Based on the Operating Rules of Public Finances

民办高等教育的公益属性以及公共财政的公共性、公平性和公益性的运行规则,[1]决定了民办高校学生应该同等地享有公共财政资助的资格。目前,对民办高校学生的资助形式主要包括生均补助、奖、助学金和助学贷款,且三种资助形式整体发展态势良好,但在实施过程中,资助政策遵循公共财政的运行规则略显不足,在今后的工作中尚需不断完善、优化,并探索新的学生资助形式,以使民办高校学生真正成为受益主体。

The public welfare attribute of Private Higher Education, as well as the public property, tairness and public welfare of the operating rules of the public finances, has decided that the students of private universities should be equal ac- cess to the eligibility of public financial assistance. At present, the financial forms of private college students include student average allowance, scholarship and grants, and student loans. These three financial forms have a good overall development, but there is little deficiency in the financial policy and implementing process based on the operating rules of the public finance. It needs to be promoted and optimized in the future to explore the new student＇s financial form and make the students be- r come true beneficiaries.
