摘要 美国国会技术评估办公室(简称OTA)是为美国国会提供科技咨询的专门机构,其从1972年成立到1995年终止的整个过程,展现了当代科学与政治密切而又复杂的关系。论文概述了OTA出现的背景、OTA运行的程序以及OTA终结的原因,分析了OTA中立性策略以及所受到的各种政治影响,进而对如何认识科学与政治的关系提出了几点启示。 The Office of Technology Assessment of U.S. Congress (OTA) is a specialized agency to provide technical advisoryservices for the U.S. Congress. Starting in 1972 and ending in 1995, it witnessed the close and complex relationship betweencontemporary science and politics. This paper outlines the background of the appearance, the operational procedures and the cause ofending of OTA, analyses the neutral strategy it took and the political influence exerted upon it, and finally puts some suggestions onhow to understand the relationship between science and politics.
