泰国政府认为，科技和研究创新是发展泰国经济的驱动力，并把发展科技和研究创新放在一个突出的位置，通过科技创新，创造繁荣，提供就业，确保更好生活质量。通过教育和人才培养，增加科技人员数量，大幅度加大研发投入，推动政府、研究机构和大学与企业的紧密投资和合作，促进科研成果转化和技术转移，加强资源管理，保障能源安全，深挖工农业、服务业的潜力，发展创意经济，应对气候变化，预防自然灾害。本文综合分析了2011年泰国科技发展情况，研究了泰国第十一个经济社会发展计划科技部分和新内阁制订的科技政策，详细分析和研究了泰国可再生能源和生物塑料研发的进展。文章最后讨论和阐述了一年来泰国取得的主要科技成果和进展。

Thailand government thought science and technology and research innovation was the drive force of economy development and gave it priority. With science and technology innovation, prosperity is created and jobs are provided and better living standard is ensured. Education and training increase the number of scientific and technical workers. More R＆D input promotes governments and research institutes and universities to work closely with enterprise,which encourage transformation of laboratory achievements and technology transfer. Thailand is strengthening resource management to ensure energy safety and digging up the potential of industry, agriculture and service industry to develop economy of ideas, which deal with climate change and prevent natural calamity. The paper gives a general overview of the science and technology development of Thailand in 2011 and studies the part of science and technology, research and innovation in the 1 lth National Economic and Social Development is Plan （2012-2016） and the science and technology policy statement of the new cabinet. Then the paper detailedly analyzes progress of renewable energy and bio-plastics in Thailand. Finally, the paper discusses and elaborates science and technology development and main achievements of Thailand in the past year.
