论欧洲国家的技术移民政策

On Skilled Immigrant Policy of European Countries

德国的绿卡政策、英国的新技术移民政策和法国的"优秀人才居留证"政策,被看作是进入21世纪以来,传统的欧洲民族国家、特别是西欧国家,实施国际人才战略、提高本国经济和技术创新活力的重要社会政策。欧洲国家的技术移民政策与以往的移民政策相比,具有强大的生命力,因此,吸引了数以万计的全球技术移民。但由于其固有的缺陷,若与作为传统移民国家美国的技术移民政策相比,其对全球技术移民的吸引力远逊于美国。作为亚洲传统的民族国家——中国,当借鉴欧洲国家和美国的技术移民政策的成功经验,制定、完善和实施中国的技术移民政策和国际人才战略。

Germany＇s green card policy, Britain＇ s new skilled immigration policy and France＇ s policy of excellent talents residence permit are considered as important social policies to implement international talent strategy, to im- prove economic and technological innovation vigor by traditional European nations, especially the western European countries in the 21th century. Compared with their previous immigration policies, the European countries＇ skilled immigrant policy features strong vitality. As a result, it has attracted tens of thousands of skilled immigrants. How- ever, the skilled immigrant policy of European countries has attracted far less skilled immigrants than the U. S.. As a traditional national country in Asia, China should borrow from the European countries and the U.S. their suc- cessful immigration policies and work out, improve and implement its own skilled immigrant policy and internation- al talent strategy.
