成贵客运专线选线设计中的风险防范分析

风险存在于高速铁路建设的各个阶段,而选线设计作为铁路工程建设的源头,自然成为规避、减少安全风险的重点。从源头控制风险,是项目安全质量的根本保证。文章以成贵客运专线为例,介绍了各个阶段选线设计安全风险防范的原则和方法,总结出在复杂山区高速铁路各阶段选线设计中,首先要坚持"安全第一"的设计理念,必须要坚持工程地质选线、重大工程优先选址、采用合适的坡度、充分考虑工点布局的安全性及处理好与外部因素的关系等原则,做到工程风险不遗留,确保铁路施工及运营安全。

Risks exist in each construction stage of high-speed railway. As the initial work in building a railway line, railway location naturally becomes the focal point of avoiding and reducing risks. Controlling risk from the source is the fundamental guarantee for project safety. Taking Chengdu-Guiyang PDL for example, this paper introduces the principles and methods of risk prevention in each stage of railway location. The principles for railway location of high speed railway in complicated mountainous region have been summarized ： we should persist in the design concept of ＇ safety primary＇ , insist on the principles of engineering geological location of line, and top priority for the site of major engineering projects, by using suitable gradient, fully considering the safety of work site layout and dealing with the relationship between external factors, to ensure that risk is not left behind and the railway construction or operation is in safety.
