The deviation of policy implementation and rural social structures:a case of interest-free loan

在关于政策执行偏差的研究中,目标群体所处的社会文化结构很少得到深入的分析。村庄内部的社会文化结构制约着目标群体的行动,影响着发展政策的执行。在河南省东部L乡H村一起无息贷款政策的执行事件中,出现了贷款名单与贫困事实不符的结果,村庄中的大院结构在很大程度上造成了这种偏差。要避免这种偏差,需要理解目标群体所处的特定社会文化结构。农村政策执行研究需要以对农村非均衡状况的理解为基础。

In the study of policy implementation deviation,the target group＇s social and cultural structures were rarely got in-depth analyzed.The rural social and cultural structure formed constraints to the target group,so that affected the implementation of development policies.In the case of interest-free loan implementation in L Township which located in the eastern Henan province,there was deviation between the poor household list and the poverty fact.The ＂Yuan＂ structure of the village is largely responsible for this deviation.To avoid this bias,we need to understand the specific social and cultural structures in which the target groups lived.The research of rural policy implementation needs to be based on the understanding of rural non-equilibrium situation.
