一、水资源合理配置基本概念 1.基本概念 水资源合理配置可以定义为:在一个特定流域或区域内,以有效、公平和可持续的原则,对有限的、不同形式的水资源,通过工程与非工程措施在各用水户之间进行的科学分配。 实际上,水资源合理配置从广义的概念上讲就是研究如何利用好水资源,包括对水资源的开发、利用。
The article provides a primary description of basic concept of water resources rational distribution and points out three milestone principles of effectiveness, e-quality and sustainability which should be followed while carrying out water resources rational distribution. It also forwards relevant objective measurement, balance relationship and distribution system and furnish sustainable development of water resources with theoretical foundation.
