Functional Localization and Action Deployment of Rising Strategy of Central China

中部崛起的过程既是服务于国家整体发展战略布局的过程,也是中部地区经济社会全面协调可持续发展的过程。以中部崛起战略的功能定位为导向和出发点,提出资源补偿机制、金融带动机制、开放合作机制、政府—市场联动推进机制等四个机制的建设,并结合实际提出了动力培育、市场培育、产业培育、创新能力培育、生态体系培育等五大专项行动。

The process of rising is not only a process of serving for the national strategy but also a process of comprehensive,coordinated and sustainable development of economy and society.After reviewing functional localization of rising strategy of Central China,this paper proposed four mechanisms including compensative mechanism of the ecology resources,induced mechanism of finance,open and cooperative mechanism and co-movement mechanism of government-markets.It designed package actions to promote the rising strategy in five aspects： power cultivation,markets cultivation,industrial cultivation,innovation ability cultivation,ecological-system cultivation.
