从我国公民社保权的实现看社会保障制度的完善

The Perfection of Social Security System with the Realization of the Social Security Rights

传统意义上社会保障制度的完善基本依赖于政治权力自上而下的推动。在以保障民生、重视民权的今天,社会保障制度的完善也应从确保公民社会保障权利的实现为切入点,通过自上而下与自下而上的互动来予以实现。现以我国公民社会保障权利的实现为视角,探讨社会保障权利的实现对于构建和谐社会的意义,并提出通过建构公权力管理和私权利自治相结合的思路来完善我国社会保障制度的设想。

In a traditional sense,the perfection of social security system relies generally on the top-down support from political power.Today when democracy is protected and people＇s rights respected greatly,the perfection of social security system should be started with guarantee of people＇s social security rights and be realized with the top-down and bottom-up support from each other.Based on the realization of people＇s social security rights in China,the present paper evaluates the significance of the realization of social security rights to the construction of a harmonious society and puts forward ceratin suggestions to bring the social security system in China to a mature stage through the combination of public power management and private right autonomy.
