On the Wisdom of Rule by Law in Construction of a Harmonious Society:A Perspective of Administration by Law

构建和谐社会是我们党的目标和任务,法治政府引领和谐社会建构。和谐社会的原则之一就是实现民主法治,推进依法行政。建设社会主义政治文明是我国现代化建设的重要战略目标,依法行政是政治文明的基本要求与必然选择,是现代法治国家政府行使权力时所普遍奉行的基本准则,是为和谐社会营造良好法制环境的关键。行政管理科学化、法制化、现代化是依法行政的核心和基础,必须加强行政立法的规范化和民主化,完善行政执法,做到行政执法方式的多样化、非权力化、法治化和公开化,克服权力本位观念,健全行政程序法律制度,推进法治政府的建设。

Constructing a harmonious society is both the goal and task of our party and the law-ruling government directs such a society.One of the principles of the harmonious society is to realize the democracy and rule by law and improve the administration by law.The socialist democratic construction is an important strategic target of modernized China.And the administration by law is the primary requirement and the necessary choice of politic civilization and is the fundamental principle pursued by the foundation law ruling countries as well.And it is the key to the formation of a good atmosphere for a harmonious society.It is a core and foundation to drive the scientific,judicial and modern administration.Accordingly,we should take measures to standardize and democratize the administrative legislation,perfect the administrative enforcement of law,achieve diversified,non-powered,institutionalized and open enforcement of law,overcome the power oriented conceptions,improve the legal system of administrative procedures,and hence promote the construction of a law ruling government.
