云南省突发性自然灾害及御灾能力研究——以临沧市蚂蚁堆村龙洞组为例

Sudden Natural Disasters in Yunnan Province and Disaster Resistance Ability

近年来云南省突发性自然灾害呈现出日益上升的趋势,对当地经济发展与社会稳定造成了重要的影响。文章从突发性自然灾害的特征入手,分析了目前云南在突发性自然灾害中村民御灾能力存在的问题,在此基础上提出积极开展农村突发性自然灾害防范意识教育,提高农民自救能力、加大资金和政策扶持力度、提高基层组织动员能力,发挥农村精英个人号召力等措施来应对突发性自然灾害。

In recent years,sudden natural disasters in Yunnan province have increasingly happened,and produce severe influence on local economic development and social stability.This article describes the characteristics of sudden natural disasters,then analyzes the problems of villagers ＇ disaster resistance ability.The Author puts forward some measures to deal with sudden natural disasters by actively prevention education of sudden natural disasters and training farmers in self-help ability,enlarging the fund,giving policy support,enhancing mobilization ability of the grass-roots ＇ organizations,and exerting rural elites ＇ potential in rallying point.
