Is Implementation of Educational Policy Complex——Investigation and Reflection from a Case Study

对进城务工人员随迁子女教育政策执行个案的研究表明,教育政策执行是复杂的。一是教育政策执行的整体性欠缺,主要表现为教育政策执行很难选择正确的模式和方向,跟不上社会加速转型的步伐;二是教育政策执行具有多样性和差异性,主要表现为以利益为导向的教育政策执行以及混沌的管理制度引发的升学困难;三是教育政策执行的协同性失衡,主要表现为政府教育管理责任界限交叉模糊和管理职能严重缺位。

A case study was conducted about the implementation of educational policy concerning migrant workers＇ children.The results show that it is a complex issue to implement the educational policy.Firstly,integrity is lacking mainly because it is difficult to select a correct pattern and direction,and hard to keep pace with the quickening social transformation.Secondly,it is diversified and different mainly because the interest-oriented educational policy implementation and the management system in chaos have brought about the difficulty in entering a school of a higher grade.Thirdly,coordination is poor because the government＇s educational management responsibilities are overlapped and vague,and their management function is seriously absent.
