Application of Bank Card in the Peasant Workers' Participation in New Rural Cooperative Medical System

基于在成都市金堂县和温江区关于新农合的调研数据,分析了新农合实施现状和存在的问题:新农合在实施过程中存在普及率与使用率不对称,医院等级与报销比例不对称,农民工高流动性与资金运转模式不对称的问题。基于此,探讨了将银行卡用于农民工医疗保险偿付方式改进的主要实施方向。

According to the investigation data in Jintang County and Wenjiang District of Chengdu, the Implementation status and existing problems in the new rural cooperative medical system were analyzed, including the asymmetry between the popularity rate and the utilization rate, the asymmetry between the hospital grade and the reimbursement ratio as well as the asymmetry between the high mobility of Peasant workers and the operation mode of capital. Based on all above, the main implementation direction of bank card in the medical insurance pay- ment method of Peasant workers was discussed.
