据犯罪案例的统计分析,大多数犯罪是由于公民的法律知识淡薄或缺失引起的,现有的普法系统并不能有效覆盖社会每个角落。随着手机用户的大幅度增长,手机短信作为一种全新的、相对独立的传播媒介,已成为人们社会交往、获取信息的重要途径之一。基于手机短信的法律知识普及系统将加大法律知识普及的范围,弥补普法的缺失。
