建筑市场普遍存在管理人员不到位、不到岗的现象。通过实施责任人员LBS定位管理,规范施工期间工程责任人员在岗在位,保证工程主要责任人员能够亲自组织施工,开展监理,避免"工程转包、违法分包、乱挂靠"等违法、违规现象发生,从而确保工程质量。
