关于构建我国公共危机的网络治理结构问题研究

A study on establishing public crisis network governance

公共危机管理已经成为了当今持续高度关注的热点,理论界和政府部门都认识到,公共危机是要加以科学应对的,但是迄今人们所提的都是公共危机的"管理",其管理特征是政府单方面的、单向度的、半封闭式的管理。必须构建一种不同的概念框架来引导公共危机问题的研究取向,是基于当代公共治理理论,逐步形成我国公共危机管理的网络治理结构。但是,公共危机多元治理主体的协同与合作存在诸多困难,为此,需要强化危机管理立法,清晰界定各类社会主体的权力与责任,并完善监督机制,与电子政务建设相结合,打造公共危机治理网络的应急平台。

Recently, the public crisis governance has emerged as a hot issue which attracted many attentions and was considered should be confronted scientifically by both researchers and government officers. However, in academic sphere, the popular solution of this problem is the ＂administration＂ of public crisis which is only present as a single dimensional and semi-hermetic administration strategy. A distinguished concept should been established to guide the research approach of public crisis. However, many problems are still existed in the multi- participant s＇coordination and cooperation in the public crisis governance. Therefore, it is necessary to strengthen the legislation of crisis governance, define clearly the rights and responsibilities of various kinds of social participants, and improve the incentive and supervision systems, and perfect the system framework of the public crisis network governance.
