移民新村与迁入地社区文化和谐发展机制探讨

On the Harmonious Development Mechanism of Community Cultures in Migrants' New Residential Quarters and the Host Regions

库区移民具有非自愿性,移民新村与迁入地社区存在文化差异,容易产生矛盾和冲突,因此,文化和谐对移民新村稳定发展意义重大。移民新村与迁入地社区文化和谐发展是实现文化互适与创新、促进乡风文明,是党和政府的鼓励与支持以及移民对幸福生活追求的动力。影响文化和谐发展的因素主要有物质条件的制约、陌生的人际关系、利益实现不均衡、文化本位主义以及陈旧思想观念等,应当通过夯实文化和谐发展的物质基础、搭建村间文化交流平台、健全激励机制、构建信息网络等措施,促进移民新村与迁入地社区文化和谐发展。

Due to the fact that reservoir resettlement is an involuntary act,there exist some differences in community cultures between migrants＇ new residential quarters and the host regions that accommodate them,which may give rise to disharmony or even conflicts.Therefore,the maintenance of cultural harmony is of crucial significance to the stability and development of migrants＇ new settlements.The chief objective for a harmonious development of community cultures in both migrants＇ new settlement and the host regions is to achieve mutual fitness and innovation in culture and advance rural customs and civilization,while the encouragement and support of local party branches and governments as well as the internal desire for a better life on the part of migrants both help to inject vigor into the harmonious development of community cultures.Main factors that hinder the harmonious development of community cultures include material constraints,complexities of interpersonal relations,disequilibrium in interest realization,departmentalism of cultural traditions,outdated ideologies,etc.To address such problems,efforts should be made to reinforce the material basis for the harmonious development of community cultures,build intra-village cultural exchange platforms,improve the motivation mechanism,and construct information-based communication networks so as to bring about a harmonious development of community cultures between migrants＇ new residential quarters and the host regions.
