摘要
网络化治理理论强调政府、企业、非营利组织等以多元合作治理的形式实现社会共治。[1]笔者结合西安市社会管理现状与问题,提出西安社会管理网络化治理模式。该模式以"赋权参与、以人为本、合作共治"为治理理念;以政府、非政府组织、企业、公民为治理主体;以信任、协调、整合和互动机制为治理机制;以提供公共服务,维护弱势群体,完善社会运行监测预警系统,构建社会发展水平指标体系等为治理职能;以"1+1+4"组织管理结构为组织治理结构。
The network governance theory emphasizes that the government, enterprises, non -profit organizations take part in the management and social affairs in a multi - cultural, corporative environment. Consequently, based on analyzing the present situation of Xian social management, this paper puts forward the corresponding treatment measures and management mode. The mode emphasizes participatory, empowering and humanist to provide better pubic services, help the disadvan taged groups as well as build up monitoring and early - warning system of society.
