It is illustrated by the economic crisis in southeast Asia that the vitality and developing potentiality of the national economy will depend to a larger extent on knowledge, technology and talents. It is of profound significance for every country in the world, especially the developing countries like China, to construct national innovating system, to make every effort to improve the innovating capacity of knowledge, to reserve appropriately the human capital of high intelligence and to carry out actively the policy of “developing the country through science and education with education as the foundation”.
