日本对满洲农业移民政策的演变过程表明 ,日本农业移民不是单纯的经济移民而是为日本帝国主义殖民侵略政策服务的 ,具有军事性、政治性、法西斯性的“国策移民”。其政策演变有如下特点 :( 1 )表面上是拓务省、关东军、加藤集团共同制订的 ,但始终起主导作用的是军部在中国的代理—关东军。 ( 2 )

Through the inspection to the development of Japan's emigration policy to Manchuria, the article puts forward the view that the Japanese agricultural emigration to Manchuria was not an economical emigration alone, but a military, political and fascist one in keeping with its national policy. It served the Japanese imperialistic and colonial policy. The development of its policy has the following features: Superficially, the emigration policy was made by colonial ministry, the Northeast Army and Koto Croup jointly, but in fact, it was the Army Headquarters and its proxy in Northeast China Northeast Army that played a leading role all the time. The development of the emigration policy was simultaneously carried out with the shaping of Japan's Fascist system and the expasion process of the aggressive war.
