介绍库车历史文化名城保护规划编制工作,指出其针对地方基础研究薄弱、社会各界保护意识淡薄和民族地区的特殊环境与政策导致保护面临的问题和矛盾更为复杂的特点,特别加强了基础调研和规划实施的有效衔接;并建构了对"城市"和"区域","物质空间遗存"和"文化传承活力"并重的整体保护框架。

Aiming at the local problems such as little concept of conservation, the lack of basic researches, the special circumstances and policies in ethnic region, which make the problems and contradiction more complex, the Kuche planning work for conservation specially emphasizes the effective connection between investigation and implementation ot planning; It establishes the framework, which lays equal stress both on ＂city＂ and ＂region＂, and on ＂heritage of substantial space＂ and ＂cultural inheritance＂, thus realizing the ＂win-win＂ environment for conservation and development in ethnic area.
