稳定农村土地承包关系的基石——股份合作制

The Base of Stabilizing the Rural Land-contracted Relationship ——Cooperative Stock System

当前农村经济工作的最大问题是土地承包关系不稳定 ,严重挫伤了农民的生产积极性。 1985年以后由于农村经济发展速度放慢 ,土地承包关系不断受到诘难。笔者以为作为管理制度的家庭联产承包责任制的确存在难以克服的弊病 ,必须改革 ,但是已在农村深入人心的土地承包关系则不能动摇 。

One of the most serious problem in rural economy is the unstability of land-contracted relationship which dampens the enthusiasm of peasants in production greatly. The land-contracted relationship has been critisized constantly since 1985 for the slow divelopment of rural economy.The family-united contracted producing system of resposibility as the regulations does have some maladies which can not be got rid of and it should be reformed. Howerer, the land-contracted relationship which has been very popular in countryside should not be shaken. The only way of stabilizing the rural land-contracted relationship is to set up the cooperative stock system.
