摘要
以南海本田等3个成功个案的比较为基础,得出以下基本结论:其一,在现有制度环境下,有一个强有力的工会,或者工人采取集体行动,是企业开展工资集体协商的基本条件。其二,建立常态的工资集体协商机制还必须同时满足两个必要条件,一是上级工会的大力支持和具体指导,即"上代下"机制发挥作用;二是政府的准确判断和中立态度。最后,给出"强""弱"两种工会形态下建立工资集体协商机制的两条路径。
The author analyzes three successful collective consultation cases such as Honda Factory in Nanhai,and gets some conclusions.Firstly,under the current institutional conditions,the basic condition of successful collective consultation on wages is a powerful trade union,or workers' collective action.Secondly,in order to set up a normal mechanism of collective consultation,the super trade unions should support and instruct grass-roots trade unions,the government should judge accurately and being neutral.
