中哈干线管道设计标准差异、影响及建议 被引量:2

Need to resolve differences in design standards for trunk pipeline construction in the Republic of Kazakhstan

摘要 在中哈合作建设中亚天然气管道哈国段的过程中,由于两国对于长输管道设计所遵循的标准不一致,管道设计和建设遇到多个典型问题,包括管道穿越小沟渠改变壁厚的问题,管道穿越拟建铁路公路的问题,管道穿越活动地震断裂带的问题等。产生这些问题的原因是哈萨克斯坦采用的长输管道设计规范是20多年前苏联制定的规范,已经不适应当今长距离、大口径、大规模化的天然气管道建设要求。建议从基层工程师呼吁、企业高层或政府层面推动、争取采用国际标准这三个方面入手,推进哈国天然气管道设计和建设规范的修订,以利于今后在哈国同类项目的顺利开展。 Because of inconsistencies between the design standards applied by two countries(Kazakhstan and China) during construction of the Kazakhstan portion of the Trans-Asia Gas Pipeline,many typical design and construction problems arise regarding the first section of the pipeline,e.g.changing pipe wall thickness at points where the pipeline crosses small canals and ditches,rail-roads or motorways,and active earthquake fault zones.These problems arise because the Republic of Kazakhstan' s design specifications were developed during the Soviet era that ended 20 years ago and do not meet today's requirements for laying a huge, modern,big-diameter,long distance gas trunk pipeline. Grass-roots engineers are strongly urged to call on corporate executives involved to promote at government level the adoption of international design standards within Kazakhstan' s sovereign jurisdiction,or at least amendment to the current design and construction specifications to facilitate successful completion of similar projects.
