关于俄罗斯东西伯利亚和远东地区的油气储量、产量和出口潜力,俄政府的不同规划以及不同研究机构的研究成果的预测数字虽有高低不同,但毫无疑问,俄罗斯东部地区具备向亚太地区出口原油和天然气的资源基础。虽然俄罗斯与亚太地区在油气进出口方面具备共同的利益和意愿,但作为距离中国、日本和韩国最近的资源出口国家,俄罗斯在这三个国家的油气进口市场中并未占据重要位置。要改变这一现状,使俄东部地区的油气资源转化为产量和出口量,俄政府还需要在税收政策、出口政策、投资环境、东部地区基础设施建设等方面采取更为有力的措施。
Russian research institutes and government planners give different assessments,optimistic or pessimistic,of the oil and gas reserve,production and export potential of Eastern Siberia on different bases.But there' s no doubt that Eastern Siberia has enough of a resource base to export oil and gas to the Asia-Pacific region.Russia and AsiaPacific countries have the same interests and intentions with respect to oil and gas imports and exports;at the same time,as the nearest resource country to China,Japan and South Korea,Russia doesn' t have a big share of the three countries' oil and gas import market.In order to convert Eastern Siberia' s oil and gas resources into production and exports,the Russian government needs to develop more incentives in tax policy,export policy,the investment environment,and infrastructure construction.
