农村公共产品供给是建设社会主义新农村的基础和关键。近几年文献研究结果显示:当前农村公共产品供给制度的欠缺主要表现为供给与需求的矛盾:一方面现有的农村公共产品总量远远不及农民的需求水平,另一方面农村公共产品的供给结构与农民的需求结构不匹配。在需求方面,农民对农村公共产品需求强烈,却困于表达机制的欠缺;在供给方面,地方财政的无力和私人部门的受限使得农村公共产品供给效率低下。因此,农村公共产品供给制度创新应从完善财政体制、引进民间资本、关注农民需求和进行配套体制改革等方面入手。

Supply of public goods in rural areas is the basis and key for the new countryside construction.In recent years,people believed that the contradiction of supply and demand in rural public goods supply system represents the deficiency of the supply institution.On one hand,the existing rural public goods are for less than the total level of farmers＇ demand.On the other hand,the supply structure does not match the demand structure.Farmers have a strong demand for public goods,but they cannot express well.The weakness of local public finance and the constraint of private sector make the supply performance inefficient.Therefore the supply institutional change of rural public goods in China should start with the improvement of public finance system,the introduction of private capital,more attentions to farmers＇ real demands and the reformation of supporting institutions.
