我国西部矿产资源开发的生态补偿机制研究

Study on the Ecological Compensation System of China's Western Mineral Resources Development

我国西部地区在矿产资源开发过程中产生了诸如矿山生态环境被污染,水土流失和土地荒漠化加速、诱发各种地质灾害、地下水均衡系统被破坏等生态问题。文章对现行矿产资源开发生态补偿机制进行了评价,在探讨制定我国西部矿产资源开发生态补偿制度基本思路的基础之上,提出了完善我国矿产资源开发生态补偿机制的建设性意见和建议,即运用法律手段对矿产资源进行补偿;运用经济手段对矿产登记进行管理和补偿;通过行政监督确保矿产开发生态补偿的进行;营造和谐的生态补偿氛围等。

In the process of mineral resources development in China＇s western region,many ecological problem were caused,such as ecological environment pollution of mine,acceleratedsoil erosion and land desertification,a variety of geologic hazards,and disequilibrium ofunderground water.etc.This article evaluated the existing ecological compensation mechanisms,put forward the constructive opinion in China＇s mineral resources ecological compensation mechanism on the basis of exploration of China＇s mineral resources ecological compensation system,namely,mineral resources compensation with law means;mineral resources management and compensation with economic means;through the administrative supervision to ensure the development of mineral resources ecological compensation;creating a harmonious atmosphere of ecological compensation.
