The Innovation Relay Centre is a kind of technology transfer intermediary service organization established by EU that makes technology needs and technical providing agencies together to facilitate to find innovative solutions, it is a cen- ter that concentrates and distributes technical, financial and market information. The Innovation Relay Centre can use those information resources to support the largest technical achievements information requirements of SMEs to support the technical achievements social promotion by means of networks, conferences and other forms of media.
