Research on Supplementary Planning of Linjingtan Hydropower Projects in Yuan River Downstream

历次沅水规划凌津滩以下河段均未布置水电开发梯级。近年来,洞庭湖治理工程的基本完成和水轮机制造水平的不断提高为沅水凌津滩以下河段的开发创造了有利条件。从沅水流域综合规划要求、湖南省能源结构优化调整和节能减排的需要等方面出发,阐述了沅水凌津滩以下河段开发的必要性;综合考虑桃源县各堤垸的防洪要求、桃源县城市环境美化要求、桃花源景区旅游综合开发要求及洞庭湖对规划河段的顶托影响等因素,确定研究河段范围,并初拟梯级开发方案。

None of hydropower development cascades are arranged for river reaches downstream of Linjingtan Hydropower Projects of the past planning of the river. In recent years, completion of the Dongting Lake Regulation Project and unceasing improvement of manufacture level of turbines has created favorable conditions for hydropower development of the lower reaches of the Yuan River. This paper starts with such aspects as the requirements of the multi-purpose planning of the Yuan River basin, optimization and re- structuring of energy structure of Hunan Province and demands of energy-saving and emission reduction etc. , demonstrates the ne- cessity of developing the lower reaches of the Yuan River below Linjingtan, determines the research scope of the river reaches, takes into account of the requirements of flood control of each dyke-protected basin in Taoyuan County, urban landscaping of Taoyuan County, requirements of multi-purpose recreation development of Taohuayuan Scenic Resort and the impact of backwater of the Dongting Lake on the planned river reaches, preliminarily draft out the cascade development scheme.
