鄱阳湖生态经济区财力支撑规模与效率研究

摘要 鄱阳湖生态经济区具有许多不同于其他自然生态系统的基本特征,但其发展也经过了区域扩大、产业扩展和内涵丰富的发展过程。为了加强财政投入对鄱阳湖生态经济区建设的支持,必须明确鄱阳湖生态经济区财政支出的领域以及选择合理的方式。经过定量分析,给出鄱阳湖生态经济区财力支撑规模,并利用数据包络分析测算鄱阳湖生态经济区各设区市的投入产出效率,以此分析现行体制的合理性。研究表明鄱阳湖生态经济区财政规模近年增长较大,财政支出使用效率有所提高。从全部投入看,鄱阳湖生态经济区产出效率高于非湖区,然而其整体效率还是逐年递减,有必要采取措施提高环境产出效率。 The Poyang Lake Eco-economical Zone has lots of basic features different from other natural ecological systems. Still, it has experienced the development process of regional expansion, in- dustrial extension and connotation enrichment. In order to strengthen the support of finical investment to the construction of Poyang Lake Eco-economical Zone, the domain of the finical expenditure for the zone should be clarified and reasonable methods should be selected. Through quantitative analysis, this paper provides the fiscal support scale for the zone. It also estimates the input-output efficiency of each local government in the zone by means of the data envelopment analysis, so as to analyze the rationality of the existing system. The result shows that in recent years the fiscal scale has in- creased fast and the fiscal efficiency has been improved. From the point of the entire inputs, the out- put efficiency of Poyang Lake Eco-economical Zone is higher than that of other non-lake areas, but the entire efficiency is decreasing year after year, so it is necessary to take measures to improve the environment output efficiency.
