Regional Economic Cooperation in China: Development and Organizational Transformation

建国后我国的区域经济合作经过了以下几个发展阶段:萌芽阶段、兴起阶段、快速发展阶段、规范化阶段和新的发展阶段。区域经济合作组织主要有省(区)际间、省(区)毗邻地区、省(区)内和城市经济协作区等类型。从目前来看,这些区域经济合作组织的出现,加强了地区间经济协作关系,扩大了地区间的商贸规模,促进了区域经济发展。但这些区域经济合作组织也存在着主体单一、形式单一、功能单一的弊端。区域经济合作组织重构与改造的基本原则是:经济区划与行政区划相结合、政府牵头与企业参与相结合、表层合作与深层合作相结合、权利与责任相结合。

Regional Economic Cooperation of China has experienced five developing stages after the year of national foun- ding：Preliminary Stage, Booming Stage, High-speed Developing Stage, Standardization Stage and Further Developing Stage. The type of regional economic cooperation organization include ： inter-provincial （ district ）, province-adjacent, intra-provincial （ dis- trict） and inter-cities＇ economy coordination. So far these kinds of organization have made contribution to strengthening the co- ordinated relation of regional economy, to expand the scale of regional business and trade, to improve the regional economy growth. However, the singleness of subject, form and function has proved to be their weakness. The principle of reformation and restructure of regional economic cooperation organization is that, integration of economic and administrative region, integration of government leading role and enterprise-participation, integration of preliminary and in-depth collaboration, integration of rights and responsibilities.
