The Implication of "Modern State" and its Inherent Tension in Process of Construction

现代国家的两个基本方面是国家权力和公民权利。从比较政治视角看,在现代国家建设过程中,这一对关系非常复杂。其中,不但存在着国家权力与公民权利之间的张力,而且国家权力内部之间的冲突和各种公民权利之间的张力进一步影响着权力与权利之间的关系。在现代国家,权力与权利之间的关系并不是简单的对立关系,而是同步增长的正向关系。

There are two elementary aspects of state, state power and civic right. From the perspective of comparative history, the relationship between the state power and civic right in process of state con- struction is far more complicated in reality than in philosophical speculative and reasoning. Among them, there is not only the acknowledged tension between the state power and civic right, but also the internal conflicts within the state power and civic rights as well, which, in turn, further affects the power-right tension. The relationship between power and right in many countries is not simply in op- position, but the positive one with synchronous growth.
