摘要
选取了创新型科技人才资源、投入、绩效和环境4个二级指标共27个三级指标,构建了创新型科技人才竞争力评价指标体系。在全国31个省市自治区2009年相关年鉴数据的基础上,利用因子分析方法提取资源与投入、环境、效能3个主要因子,构建了创新型科技人才竞争力评价模型。基于此评价模型对全国31个省市自治区的创新型科技人才竞争力状况进行排序评估,对比发现广东省在创新型科技人才工作中的优势与不足。
This paper builds the competitiveness evaluation index system of innovative talents by selecting four second - level indexes of human resources, inputs, performance and environment, and it develops into a total of 27 third - level indexes. Based on the Yearbook 2009 data from 31 provinces and municipalities in China, this paper equally builds an evaluation model of the innovative talents competitiveness by extracting three key factors of resources & inputs, environment and effectiveness. By utihzing the model, this paper makes placement and assessment of situations of innovative talents in the above - mentioned provinces. Prominently, this paper identifies the strengths and weaknesses of innovative talents in Guangdong province.
