摘要
在界定国际人才基地的内涵后,借鉴系统论的观点对其构成要素进行解析,指出了产业发展、载体形式和人才生态环境三者缺一不可。在提出了人才基地运行的机理性框架后,结合天津市国际人才基地建设的现有优势,从制度管理创新和社会管理创新的角度对其内外运行机理进行了阐释,并说明了市场机制和中介组织在其中的关键作用。
After defining the content of international talent base, this paper analyses its constituent elements based on the system theory, and shows that the industrial development, the carrier form and human ecological environment are indispensable. After taking the framework for operation mechanism of international talent base, the paper, combining with existing strengths in Tianjin, interprets its inside and outside operating mechanism from innovation of system and society management, which the market mechanism and intermediary organization play a key role.
